Indian Gaming Practice Group The founding mission of our Indian Gaming Practice Group is to assist American Indian governments in their pursuits of self-governance and self-determination by expanding economic opportunities and business investment through the development and operation of gaming facilities, and related resort amenities operated under federal law. We try to act as a bridge between casino management companies and gaming equipment vendors who want to provide first rate gaming industry expertise and services, and Indian gaming operations which may need this help to increase tribal revenues and provide employment for and improve the social, economic, education, and health needs of tribal members. Based upon our past achievements on behalf of our clients and our public service, our members have gained the trust of tribal governments and commercial clients nationwide, earned an exceptional standing with the U.S. Department of the Interior, Bureau of Indian Affairs (BIA), the U.S. Justice Department and the National Indian Gaming Commission (NIGC) and are considered leaders in the development of the “New Tribal Economy.” Services provided in this area of practice include negotiating and drafting Indian gaming development, consulting, management and ancillary financing agreements, counseling related to the NIGC approval process and BIA fee-to-trust land transfers, environmental review of proposed gaming projects, negotiating and advising in connection with tribal–state gaming compacts, assisting tribal gaming commissions with NIGC and state gaming regulatory compliance, assisting gaming equipment vendors with NIGC and tribal regulatory compliance, serving as legal counsel to tribal gaming commissions, providing legislative and administrative government relations assistance, providing legal advice to tribal governments and enterprises concerning administration of Department of the Interior “Self-Governance” programs and related economic development, and litigating business transaction disputes arising from tribal enterprise operations. Public Law Practice Group Our Public Law Practice Group members have extensive experience in dealing with local governments and local municipal issues involving land use and environmental issues, as well as economic development and public safety matters. Particularly in connection with our Indian gaming development work our members have interacted with numerous local governments and tribal councils in Minnesota and across the country. Group members include Kevin Quigley, the former interim Chief of Staff for the Ramsey County Attorney’s office and current City Attorney for the City of Afton, Minnesota. Our Public Law Practice Group provides services in connection with criminal prosecution of all misdemeanor/gross misdemeanor offenses within the municipality's jurisdiction, its zoning/land use regulations and economic development matters, and all civil legal affairs involving the local government’s governing body. Our members have direct experience with historic zoning districts, shoreland, bluffland and wetland ordinances, and agricultural zoning.
